Eliot Simons (BA, MSc, MCIWEM, C.WEM, MAPM)

Eliot joined Hydro-Logic Services in 2017 as Head of Consultancy Operations. He has a large amount of experience in Project and Program Management, Strategic Planning, Water Resources Planning and Hydrology, both in the UK and internationally.

Mark Smith (MSc MA (Cantab) MIAM MCIWEM C.WEM CEnv)

Expertise: Water Resources

Mark joined Hydro-Logic Services in 2018 as Head of Water Resources. Mark specialises in water resources planning and management, and has significant associated experience developing water business plans and applying asset management practices.

Alan Corner (BEng, Ceng, MICE)

Expertise: Water Engineering

Alan has been with Hydro International since 2011 and became Head of Water Engineering in 2016, providing a technical lead in sewage treatment, drainage and flood risk design matters.

  • International experience in the United Arab Emirates, Kuwait, Qatar and Thailand covering flood risk, sewage treatment works design, drainage networks construction supervision plus port and rail depot drainage design

Jonathan Hay 

Expertise: Monitoring and Measurement

As head of Monitoring Operations Jonathan joined the team in 2019 as Business Manager for Scotland and the North of England, and takes on the role of overseeing the operational aspects of our national hydrometric monitoring business.

He began his career with the Royal Air Force before progressing to project engineering and project management in roles with the oil and gas and construction industries.

George Smith (BSc Hons)

Expertise: Client Delivery

George joined Hydro-Logic Services as Head of Client Delivery in June 2019, bringing with him 30 years of experience of environmental data collection and technical studies for environmental assessment, engineering design and planning for a variety of river and coastal projects.

Stewart Child (BSc, MSc, DIC)

Expertise: Hydrometry

Stewart is the longest serving member of the HLS team, having joined in 1993, and his experience is unparalleled. Stewart was the company's director from 1995-2007 and now holds the title of Principal Consultant.

As the lead hydrometric specialist in the company, Stewart provides expert input to a wide range of clients: government organisations, aid agencies, Environment Agency, Scottish Environment Protection Agency, Office of Public Works, Thames Water, Severn Trent Water and Dwr Cymru Welsh Water.  


  • Heavily involved in hydrometry standards through membership of the British Standards Committee on Hydrology, CEN (European) Committee on Hydrology and ISO (International Standards) Sub-Committee
  • 17 published papers on water resources and hydrometry
  • Overseas project experience in Botswana, Zambia, Malawi, Namibia, Southern Africa, Hong Kong, Western Samoa, India, Palestine, Republic of Ireland
